Otaku-wankers beware! A new bill is out to get the sicker ones of your rank and send them to jail. Here’s a press release regarding a bill in the House of Representatives that seeks to penalize “the offenders who sell, offer, advertise, and promote child pornography. It also covers those found to possess, download, purchase, reproduce, or make available child pornography materials with the intent of selling or distributing them.”
But first, I think it’s necessary to point out how the House defines “hentai.” The press release defines it as such:
Hentai, the Japanese pornographic cartoon that depicts children in explicit sexual activity, is considered child pornography material and one may be severely penalized by just mere possession of it.
Otakus would surely be outraged by this glaring misuse of the term. A simple Wikipedia check would’ve clarified that for them that “hentai” is not necessarily child porn!
Key points regarding the bill according to the press release:
Under the bill, child pornography refers to any representation of a child below 18 years of age, engaged in real or simulated explicit sexual activities or any representation of the sexual parts of a child primarily for sexual purposes.
The bill provides that the mere possession of drawings, cartoons, digital images, computer-generated images — even if it is indistinguishable from that of real children engaging in an explicit sexual activity – may be penalized with 6 to 12 years imprisonment and a fine of not more than P500,000.
Still, bottom line is, for you sick bastards who are into loli hentai, your days are numbered! As for the rest who are into characters 18 and up, does this mean you’re safe?

i heard that bill a few months ago.. there are a lot of loop hole that bill..
example is (only referring on anime) if the girl age is 18 but the appearance is 17 below it is not consider a child porn…. i think it has a same flaw in the Japanese law the difference only is 17 and up for Japanese…
There is one fatal flaw on this bill.. it is a “pakitang tao” bill i do remember computer generated evidence in court does not count as evidence how will they prosecute the offender if no evidence can be submitted????(talking in both)

I’m seeing two sides in this bill. One is that for once it is good that child pornography is being banned in the Philippines and that will surely raise education level and other stuff i have no Idea about (since I’m only 15). I don’t see why it included Lolicon or anything else involved with such, but I believe anime will be anime and no more to that extent.
More infringement on the right of free speech, and more cowardly men who can’t admit they enjoy manga like this because they are too embarassed to stand up and say so. Everybody is acting like nobody gets excited by this type of manga, but millions of men all over the world obviously do, or it wouldn’t sell. Japan is enlightenend about sex. It’s the rest of the Americanized, feminist and holy-roller influenced world that is backward and stupid.
The anti-child porn thing was started with good intentions. Nobody wants to see kids forced into porno. That’s a given.
But today it’s gone way overboard and beyond that. Now the witch-hunters have come out to drive most any form of male pleasure into the ground, even drawings. What’s next? Shut down bars? Ban cigars? Limit men to one can of beer a day? Raise the age when they are allowed to be sexually excited to 21? You wanna talk about sick? THAT’s Sick. Tell the holy rollers and their femi-nazi penis-haters to back off and leave the right of free speech alone. And let’s hope a few men in the Philippines legislature will stand up and defend this instead of automatically backing down. Where’s this insane assault on free speech going to end??
IN the end, who the hell CARES if somebody draws pictures of ANYTHING that gives a man an erection? Why the hell is that a matter for the government? Whether it’s an animal, a gay, a tree or whatever — it’s their business, leave them the hell alone damn it. You cannot legislate sexuality – just ask the gay rights movement.
In fact, if this kind of sick attack on free speech bill keeps on, the people who enjoy lolicon mags will simply look for the real thing, and the stupid government will only be creating the very problem they are trying to solve. Thse men are not going to stop enjoying that sort of thing because they make it illegal. Homosexuality was illegal for years in many countries; it didn’t stop men from being homosexual. Same with bestiality, foot fetishists, or anything else. Sex is sex no matter what form. Better to allow lolicon manga than to have these guys looking elsewhere.
